The President of the Vancouver Artillery Association (VAA) has been holding discussions with BC Parks regarding a partnership aimed at upgrading the Yorke Island Conservancy to the status of a Provincial Park. The holdback for BC Parks has been a lack of resources to move the work forward. The suggestion was that this could be alleviated if the VAA was willing to apply for funding that would assist in the assessment and documentation phase.
The process has been reported on-line through our www.vancouvergunners.ca website and I trust our membership has been aware of the ongoing discussions.
The project is now at the stage where formal contracts are required by all parties in order to move the plan forward. These documents have been reviewed by our honorary legal counsel. There is a certain amount of overkill in the documents as they are based on the Canadian Construction Documents Committee standard format with a lot of detail that does not necessarily pertain to our project but are still required should problems arise.
The main suggestion I received was to ensure that all of our VAA directors have access to the documents and have provided the President of the VAA with their concurrence to proceed.
The project involves the application by the VAA for a $100,000.00 grant from the BC Museums Association under the BC/Canada 150: Celebrating B.C. Communities and their Contributions to Canada programme.
It would be supplemented by an additional:
$8,000.00 from the Heritage Branch of the BC Government,
$8,000.00 from BC Parks,
$3,000.00 from the 15th Field Regiment Society,
$3,000.00 In-kind services from Denise Cook Designs, and
$3,000.00 In-kind services from Macdonald & Lawrence Timber Framing.
The grant application was successful and we were awarded $75,000.00 towards the project. 75% of which is now in our bank account with the remaining 25% to be deposited on completion of the project.

The VAA partnership with BC Parks is formalized in the following General Service Agreement document which also allows for our members to volunteer their services for the project. This volunteer work would be covered by the BC Parks insurance volunteer insurance program.

The last part is the contract to be entered into with Denise Cook designs to manage the project on our behalf. They will be the prime contractor hiring sub-contractors as required. All invoicing from Denise Cook designs will be sent to BC Parks for certification of completion. It will then be sent to the VAA for payment.
