The identity of the Reviewing officer is unknown. Lieutenant-Colonel Graham Blyth is the Commanding Officer which places it between 1955 and 1959. If we only new the name of the officer receiving the medal which is probably the Canadian Forces Decoration.

The Regimental Sergeant Major, Warrant Officer Class II James Bathurst is in a few of the photos which dates this from 1949 to 1959. Honorary Colonel, Thomas Ingledow CD is the Reviewing Officer which narrows this down from 1955 to 1959. Our 9 pounder is in the photo so we know it's not past 1965. Are there any other clues that you can find? Who is the sergeant he is talking to in their Mess? Anything of interest in the JR's Club?
